For instance, can you tell what part of a country a person is from just by their last name? Specifically for countries with old civilizations (i.e. Russia and China). Also is there an indicator of class?

Russian-wise, mostly you can not. Some surnames do have a link with some industry or region, but that link is so obscure, that i doubt you will be able to pinpoint it back. There are some typically noble surnames, but it is that way in all the countries
