In the state of Texas how could a NON CUSTODIAL parent change the LAST name of a minor child? Could an attorney take care of this matter?

I don't think the non-custodial parent can without the custodial parent's permission. I would definitely ask a lawyer about it, they could probably tell you over the phone without having to pay a fee.
