In the state of Texas how could a NON CUSTODIAL parent change the LAST name of a minor child? Could an attorney take care of this matter?

If you are the Non Custodial parent, I don't believe you can. You can file a petition for it, but I doubt it would be approved unless you are securing permanent custody and can show why the name change is needed.
